DECLARATION AND COMMITMENT OF THE PAN-AFRICAN COUNCIL OF TRADITIONAL AND CUSTOMARY AUTHORITIES (PACTCA) FOR PEACE IN CAMEROON AND CENTRAL AFRICA

Convinced that Africa, nowadays marked by civil wars and ethnic conflicts, is not a naturally violent land.

Knowing that traditional Africa is not a continent of hatred and fratricidal wars, where men have a special propensity to return arms against other men.

Convinced that together we will be able to leave our descendants a better and respected life and that it is important for the custodians of the traditions of our people and for the leaders that we are, to appropriate this imperative.

Hence therefore, we, members and sympathizers of the Pan-African Council of Traditional and Customary Authorities – PACTCA/CPATC whose motto is Peace – Unity – Development:

 Inform the African and international civil Society movements of our firm and unequivocal opposition to the destabilization of our States;

 Declare our solidarity with public institutions and our commitment to help, through the traditional African approach and popular rituals, to put an end to these crisis and other enterprises of division and segregation of our peoples and Communities;

 Call on the population as well as the African civil societies to facilitate and accompany our peace missions and customary practices capable of putting in check all direct and indirect authors of these crisis and machinations of our time that retard the development of our people and Communities.

    Done at Cotonou, May 25, 2018

– PACTCA/CPATC PEACE MISSION TO CAMEROON

 In Solidarity with the People of Cameroon, For Peace and Living Together in the Regions of South-West, North-West and the Border Areas of the Far North and East of the Country

Convinced that Africa is endowed with the capacity and resources to face all kinds of challenges, with the involvement of traditional dignitaries who should be given the opportunity to fully play their role as agents of peace and development;

Convinced that to face the new demands, Africa must be more competitive, and this competitiveness recommends a return and a methodical recourse to the sources of the African Tradition, an anchorage in what the continent has of deepest, of more inalienable and richer dimensions, namely its cultural heritage. This presupposes the contemplation of original strategies to derive the best possible benefits from the resources of conviviality, spirituality, shared eternal values that have allowed the development of life, of mankind, of society, by which security and prosperity got promoted and flourished long before the shock of the slave trade and colonization;

Conscious of the role of traditional institutions as institutions of social expression rooted in the positive values of the soil and memory, guaranteeing conviviality between peoples, including over the « borders » of states as traced by colonization, the Traditional and Customary Authorities have decided to assume their responsibilities and intend henceforth to rely at the same time on governments, conscious and well-meaning civil society organizations and African cultural institutions of Cooperation such as the International Centre for Research and Documentation on African traditions and languages (CERDOTOLA);

Traditional dignitaries have decided, through the creation of the Pan-African Council of Traditional and Customary Authorities – PACTCA/CPATC, to federate their experiences, knowledge and ancestral know-how in the prevention, resolution and management of crisis and conflicts, to play the role that is theirs as a traditional Strength. Notably in conflict management (through the reinstatement of traditional conflict management mechanisms through the Palaver Tree), the restoration and post-practices of peace, the sensitization of communities on the great scourges (terrorism, diseases, natural disasters) …

In solidarity with the State institutions and the people of Cameroon, the Pan African Council is committed to mobilize the Traditional and Customary Authorities of Africa to find a traditional and sustainable solution to the so-called Anglophone crisis in the South West and North-West Regions. and other ongoing conflicts at the border areas of the Far North and East of Cameroon. This operation is aimed at preserving Peace and Living Together through a series of meetings, consultations, ritual and cultural activities.

The organization will provide to the authorities when the time comes, more information on the modus operandi and the detailed program of activities to be carried out; including the date of field operations, the Project program, the events, and others.

An advanced mission is already operational.
